Overview
The Quality Control Unit Associate is responsible for assisting the department’s monitoring of operational effectiveness across all teams through multiple risk assessment practices.
Responsibilities
HR Operational Effectiveness
- Ensure HR operational effectiveness by monitoring and assessing all teams’ operations, delivering training sessions and coaching when necessary, and providing recommendations.
- Assist in the establishment and execution of quality assurance programs for higher risk processes.
- Provide guidance to all teams on risk assessment and control testing activities; suggest improvement ideas or corrective actions and identify opportunities for continuous improvement across the department.
Human Resources Risk Management
- Review applicable regulatory requirements, including labor law and industry developments, to identify issues impacting the department’s operations and disseminate information to ensure compliance.
- Coordinate with the department’s ABAC point of contact to perform ABAC-related controls.
- Monitor and analyze HR department-owned KRIs and provide recommendations where applicable.
- Liaise as the HR department’s point of contact with the Chief Data Office to perform record retention tasks, including inventory updates and records disposal.
- Maintain, review, and update the HR department's record retention schedule and other relevant documents.
- Coordinate reviews and updates of HR department-owned Policies and Procedures in accordance with Bank requirements.
- Monitor the Bank’s compliance with Head Office nepotism-related requirements.
- Facilitate planning, due diligence, contract negotiation, ongoing monitoring, continuous monitoring, and termination of third-party relationships.
- Oversee all vendor-related activities to ensure compliance with BOC US Branches’ Third-Party Risk Management requirements.
- Provide assistance to Front Line Unit Risk Manager on completing risk management tasks.
- Communicate and train HR employees on risk-related policies, processes, and knowledge.
Audit
- Facilitate HR-related audit and examination tasks as needed, including preparation of deliverables, guidance to other HR teams, and supplying data points for drafting HR responses to auditors and regulators.
- Attend necessary meetings to discuss audits.
- Ensure soundness of submissions to auditors where appropriate.
Ad Hoc
- Attend meetings requiring HR department attendance (e.g., Data Governance Committee, Recovery and Resolution Plan) and address requests as needed.
- Ensure soundness of submissions to regulators where appropriate.
- Participate in and coordinate bank-wide projects as needed and coordinate departmental ad-hoc projects as required.
Other HR Functions
- Assist with other HR functions such as recruitment, employee relations, and training and learning development, if needed.
Qualifications
- Bachelor’s degree is required, preferably in human resources or related majors. Master’s degree or higher is highly preferred.
- 1–3 years of human resources-relevant experience required.
- Knowledge of Employment Law/EEOC requirements is required.
- Knowledge of the financial/banking industry, vendor management, and risk management is required.
Compensation
Actual salary is commensurate with the candidate’s years of experience, skillset, education, and other qualifications.
Pay Range: USD $42,000.00 – USD $90,000.00 per year.
