Role details

Position Goal

  • Assist the Facilities Manager in the delivery of services to operate and maintain the property, including technical, maintenance, procurement, assets, and vendor management.
  • Ensure clients receive a high standard of service at all times.
  • Deliver excellence in preventive maintenance programs on site, with the highest standards and ensure energy conservation practices.
  • Provide comprehensive facility, critical environment management, and technical services to the client, with a focus on continuous improvement.
  • Achieve financial and other KPIs established by the Manager.
  • Deliver services in accordance with the Client Management Agreement.
  • Develop an understanding of, and maintain sound working relationships with, key client representatives and key suppliers/service providers to the site.

Duties & Responsibilities

  • Be familiar with and operate to the Scope of Work defined in the Master Agreement; responsible for delivery of services in accordance with the client SLA.
  • Achieve key performance indicators and service level agreement targets.
  • Understand the site’s operational and technical requirements and ensure the current service agreement is maintained to provide necessary supplies and services.
  • Responsible for site facilities operations (including cleanroom operations); key contact for technical issues for the FM at the site.
  • Establish engineering and operational procedures and roll them out for site staff.
  • Implement energy management programs to reduce utility costs.
  • Initiate planning for critical environment procedures.
  • Initiate a system to measure the quality of performance on a quarterly basis.
  • Initiate and maintain a preventive maintenance program.
  • Provide early involvement in facilities operation and advisory support during site inspections and project development.
  • Provide solutions for minor projects and coordinate with contractors/vendors from initiation to completion; manage the M&E scope to ensure quality and deliverables within stipulated timelines.
  • Plan and take responsibility for smooth operations of all mechanical, electrical, plumbing installations, and civil works pertaining to the facility (building and manufacturing facilities).
  • Provide 24/7 emergency call support and site attendance as required.
  • Develop and implement innovation programs and processes that reduce utility costs, increase productivity, and generate savings.
  • Continuously optimize processes, tools, and documentation.
  • Ensure alignment and compliance with established policies and standard operating procedures for the management of the client’s critical environment (CEM).
  • Ensure proper engineering documentation and adherence to established change management controls for all sites.
  • Protect the health and safety of staff and others by adhering to and developing guidelines and strategies.
  • Ensure compliance with all government and statutory regulations, including fire, health, and safety standards.
  • Ensure compliance with the company’s programs and audit programs, and participate in engineering community initiatives.
  • Adhere to the company’s business conduct by complying with firm guidelines, procedures, and strategies.
  • Manage all contract vendors to perform technical audits/maintenance for scheduled installations; conduct audits to ensure safety procedures are in place and maintained, including disaster recovery and business continuity plan and escalation procedures.
  • Participate in client-initiated EHS, BCP, and ERT programs.
  • Provide monthly operation and maintenance reports to the client.
  • Deliver and drive green initiatives/energy-saving/improvement projects and programs.
  • Provide ad-hoc support as required.

  • Meet and support Account KPI/SLA targets.
  • Ensure assigned reporting is accurate and delivered on time.
  • Maintain high end-user satisfaction survey results.
  • Comply with JLL standards, processes, and audit requirements for service lines under responsibility.

  • Working knowledge of EHS and BCA regulations.

  • Core technical, engineering, or building management skills.
  • Sound computer skills in Microsoft Office.

Requirements

  • Minimum engineering degree and familiarity with industrial/manufacturing and cleanroom environments.
  • Preferably 1 to 3 years of experience in the semiconductor industry.
  • Fresh graduates will be considered for the Assistant Engineer position.
  • Team player who works with others to meet all key performance indicators set out in the management contract.
  • Pleasant disposition and ability to interact with clients.
  • Good command of spoken and written English.
  • Experience working in semiconductor/manufacturing or cleanroom environments.
