## Purpose of Job

The EBRD works with a range of bilateral and multilateral donors and resource partners to address climate change and environmental degradation across its countries of operation. Positioned within the Green Partnerships team of the Donor Partnerships department, the Analyst supports the efficient and effective financial management of donor resources entrusted to the Bank to advance these objectives. The Analyst analyses financial information and provides solutions to a wide spectrum of financial issues. They will manage and account for donor funds, provide financial advice, as well as coordinate and prepare periodic and annual financial reports. The role interacts with different departments within EBRD who access climate/environment-focused donor funds to coordinate the receipt, expenditure and analysis of financial information. The incumbent is responsible for the accurate maintenance of financial records for donor funds and implements EBRD’s accounting practices while ensuring full compliance with donor agreements, policies and procedures.

## Background

Using donor finance in a disciplined manner is an integral part of the Bank’s business model and will enable the achievement of strategic goals, while meeting donors’ expectations in return for their support. The EBRD reaffirms its commitment to supporting a green economy transition under the Strategic and Capital Framework (SCF) 2026-2030, with an emphasis on mobilising private capital and innovative blended finance structures. Donor finance is a key enabler to these strategic goals.

## Facts / Scale

EBRD works with about 50 multilateral and bilateral donors, with roughly 50% of the Bank’s investments drawing on donor support. The Donor Partnerships (DP) team acts as a catalyst in raising and managing donor funds, coordinating with other Bank departments and aligning donor priorities with Bank priorities. The Green Partnerships team collaborates with multilateral and bilateral partners to advance climate and environmental action across economies on three continents. The team currently manages a portfolio close to USD 3 billion.

## Accountabilities & Responsibilities

  
- Support the management of donor funds, including tracking contributions received, committed, and disbursed; earmarking funds for use; processing disbursement of donor funds; managing fund budgets; issuing payment requests; setting up funds in EBRD’s IT system; undertaking fund termination activities, etc.
  
- Review cash positions across the portfolio to ensure sufficient funds for disbursements, identify and record income receipts, contributions, and prepare monthly cash flow forecasts.
  
- Manage, plan and allocate the use of climate donor management fees; analyse, monitor and anticipate fee inflow and outflow; and prepare fee reports to climate donors.
  
- Map financial processes to improve internal procedures for financial management and develop proposals for effective planning and management of financial resources.
  
- Continuously analyse the financial situation and delivery of ongoing programmes; monitor budget preparations and modifications; prepare reports with financial analysis.
  
- Implement effective internal financial controls, including reviewing transactions booked and posted to accounting systems for accuracy and propriety.
  
- Manage and analyse financial data and provide technical briefings and visuals for presentations and documents.
  
- Interpret and ensure compliance with donor agreements, policies and procedures; support teams in implementation.
  
- Maintain accounting and reporting systems, files and other records required for the Bank and Donor Funds to ensure accurate and timely information.
  
- Prepare financial reports to donors, meet reporting deadlines, and ensure reports are of appropriate quality.
  
- Provide advice to EBRD colleagues relating to relevant financial products or transactions.

The responsibilities are designed to allow the Analyst to progressively undertake more complex tasks and expand responsibilities with experience and expertise.

## Knowledge, Skills, Experience & Qualifications

  
- Master’s degree (or equivalent) in finance, business administration, accounting or a related subject.
  
- Experience in financial and funds management services and accounting, including financial management systems (e.g., SAP), preferably in an international organization.
  
- Experience in analysing and interpreting financial information, conducting financial analysis, presenting data clearly, and performing financial reporting.
  
- Experience in managing budgets, contributions and investments, and transactions; ability to verify accounts and records for audit purposes.
  
- Strong quantitative, numerical and analytical skills.
  
- Knowledge of accounting concepts, principles, regulations, and policies; ability to apply to practical situations.
  
- Computer literacy with in-depth experience in Excel and financial analysis/modelling software.
  
- Fluent written and spoken English communication skills.
  
- Self-starter and problem-solver with a proactive, entrepreneurial attitude; good communication and problem-solving skills; strong process management abilities and cross-department collaboration.
