## Purpose of Job

The Analyst, Human Capital & Skills – Energy is a member of Gender and Economic Inclusion (G&EI), which consists of three pillars: Access to Skills and Employment, Access to Finance and Entrepreneurship, and Access to Services. The role provides technical input into the design and structuring of the transition impact or gender additionality of projects and sector assessments within G&EI, with a special focus on projects under the Sustainable Infrastructure Group (SIG), particularly energy investments and projects. The Analyst designs, manages, and monitors the human capital elements of EBRD’s energy portfolio for their transition impact (under supervision). Additional responsibilities include contributing to assessments such as Country Diagnostics, Country and Sectoral Strategies, the yearly Assessment of Transition Qualities (ATQs), and other knowledge products to evaluate transition qualities and reform challenges in each COO related to G&EI, to inform G&EI policy dialogue. The role also involves collaborating with the Principal Economist on just energy transition country platforms in which the EBRD participates.

## Background

G&EI consists of a team of about 35 gender and inclusion experts based at Headquarters and Regional Offices. The team designs and delivers the Bank’s Strategy for the Promotion of Gender Equality and the Human Capital Strategy across operations and policy engagements. Promoting equality of opportunity through access to skills, employment, finance, and entrepreneurship, and supporting women, young people, and other under-served communities, is one of the Bank’s three cross-cutting strategic themes. G&EI is part of the Vice Presidency for Policy and Partnerships within the Policy and Strategy Delivery department (PSD), which comprises approximately 80 staff supporting policy engagement across transition qualities (excluding green), political assessments, country strategy development, and economic assessments, as well as Bank compliance with Article 1.

## Facts / Scale

The Analyst, Human Capital & Skills – Energy works as part of a team typically consisting of 5–6 economic inclusion economists, specialists, and analysts. The Analyst:

  
- Reports to and works under the general direction of the Principal Economist, supporting day-to-day activities for associate G&EI economists and specialists.
  
- Supports project design, management of external consultants, and policy engagement activities through data analysis, background research, drafting of Terms of Reference (ToRs), with a focus on the SIG pillar (e.g., infrastructure projects, urban/regional planning, energy, just transition, skills). The role will focus on energy and just transition projects but may support other SIG aspects.
  
- Works across G&EI, Impact and Climate Strategy Delivery teams in policy reform activities.
  
- Assists G&EI economists and specialists in coordinating with Banking and other teams (e.g., Environment and Sustainability Department, Legal Transition Team) during all stages of sector and project work, from design and assessment to post-signing monitoring.
  
- Under supervision of gender and inclusion economists and specialists, leads the monitoring and operationalisation of transition impact for ~10 projects in the portfolio per year.
  
- No budget responsibility. No direct reports.

## Accountabilities & Responsibilities

  
- Assist economists and specialists, including managing relationships with Banking and other teams during all stages of sector and project work—design, assessment, policy engagement, and external consultant management post-signing monitoring.
  
- Monitor and assess sector developments and structural reform progress in the Bank’s countries of operation; contribute to country diagnostics and the annual ATQ review.
  
- Monitor the transition impact of Bank operations (TIMS), including some travel to the region for on-ground project monitoring.
  
- Analyze aspects of the impact of Bank projects and operations under the direction of team economists and specialists.
  
- Undertake ad hoc assignments, including background research on clients or sectors, regulatory and policy developments; draft briefings, presentations, and short sector analyses; contribute to communication products and organize G&EI conferences and workshops.
  
- Compile and maintain relevant datasets.

## Knowledge, Skills, Experience & Qualifications

  
- A Master’s degree in economics, public policy, development, or gender studies or a related field from a leading university (candidates with relevant work experience and a strong Bachelor’s degree may be considered in exceptional cases).
  
- Prior policy-oriented or applied macroeconomics experience related to the just energy transition and human capital/social considerations of the transition (e.g., in banking or related consultancy) is advantageous.
  
- Experience with sectors under the Sustainable Infrastructure Group (SIG), including renewable energy and infrastructure projects, is advantageous.
  
- Strong analytical and quantitative skills, including Excel; familiarity with other data/analytic software (e.g., Stata, MATLAB) and information providers (Bankscope, Orbis, Bloomberg, FAO stat, WTO tariffs, World Bank WDI) is helpful.
  
- Excellent written and oral communication skills in English.
  
- Familiarity with the EBRD’s countries of operation or work/study experience in these regions is helpful.
  
- Knowledge of one or more languages of the EBRD’s countries of operation is advantageous.
